Fires per registered subscriber against each `notification_configs[]` entry whose `event_types` includes `creative.staged_update_changed`, and only to those entries; a subscriber that did not ask for it never receives it. Distinct from `creative.status_changed` because a staged update does not move the creative through the status lifecycle: the approved prior version keeps serving, so there is no `approved → approved` transition. When a rejection under `on_rejection: stops` also moves the creative to `rejected`, the seller fires that ordinary `approved → rejected` transition on `creative.status_changed` as well. A staged update that the buyer supersedes or withdraws, or that the seller discards because the creative left `approved`, does not fire. Receivers MUST verify signing per the registered scheme and dedupe by `idempotency_key`. The current staged update and serving version are always authoritative on `list_creatives` (request `fields: [\"staged_update\"]`), which is the repair path for a missed or out-of-order fire.",
